Yes. The few countries in the world with carriers have 1...and sometimes 2. We have 11
SUPER carriers. It

You'd actually have no bargaining power. Any time I hear people talking about how they have a stack of gold, seeds, and water to prepare for things to go wrong, I just laugh.
Look at Africa if you need an example. Gangs of armed people have the bargaining power to simply take the aid from the locals.
When the chips are down, these civilized people....will eat each other.
