This has definitely happened to me before. When I upgraded my videocard a few years ago, every so often when I lagged a bit my game would skip, causing it to look like my crosshair was snapping to peoples' heads rather than smoothly moving there like it normally would. Also, a lot of those spots that you guys used trying to "bait" him were just normal spots that a good player would always peek; who hasn't seen people prone in the grass before?
In all of these cases where I'm trying to evaluate whether someone is cheating or not, I think it's always best to give people the benefit of the doubt. If you play enough, you'll eventually run into a few things that appear extremely blatant even though they were just a collection of random events.
