if your running on a high speed net, and your computer is fairly new. I would consider try doing what I did by lowering the FPS_Max to 85 and FPS modem to 90 and see how that does. Also set your CPU affinity to 1 core, since this game was made on outdated tech that causes problems for some newer computers.
Also I am running on AMD 6770's in crossfire, and Iv never had a problem where I had to disable just ti increase my fps. it sounds more like bottlenecking then anything, so I would try setting your CPU Affinity to 1 and try the FPS changes also like I said up top.
