I can't remember the name, but it starts with that kid in the gif. He skates into a skatepark and shoots himself in the head, then the rest of the movie is about his friends.
It's really fucked up, in this one particular scene one of the teenagers is in his room and his tv is on womens tennis. He gets turned on by the sound of it so he takes a belt from his wash robe strangles himself with it while he's jerking off to the sound of the tv.
The movie doesn't have any point at all, it's just really fucked up.

EDIT: It's called "Ken park".
