I think this is how it works:
Even if you have your config set to read only and join a pub - the pubs rates will over ride yours no matter what. So your rates will change. But it stops it from being saved into your config.
The difference in setting it to read only makes it so once you completely exit/quit dod, your rates in your config will apply the next time you start DoD.
If you join a pub and then go to scrim/play a match without Exiting/Quitting DoD, then you are still using the pub rates (IF they changed it in the first place - Most do). I always try and remember to exit out of DoD and then join the match server.
If you don't have it set to read only, whatever rates the pub set will be saved into your config and will be used the next time you load DoD.
