My guess, from experience, is that you've got a problem with your card's open gl drivers. Try googling some video card drivers for your laptop, this is what fixed it for me.

When I used vista, I had some random lag issues that went away when I set the theme to windows basic.

What kind of integrated graphics do you have? I was able to disable vsync with both ATI and NVIDIA graphics cards in Vista. What does vsync have to do with Antialiasing? Also, make sure you have the proper drivers.

LoW FpS - running Windows VISTA

I bought a refurbished laptop with just an integrated card. I did something with AS but not AA, since you cannot turn off vsynch on VISTA.
