The latest dod update allowed higher max rates to accommodate the improved internet connections since the HL engine was released decades ago. It's a good thing; the more updates you send and receive with the server, the more accurate the model placement should be on your screen. the only reason to ever use less than MAX rates is if you have choke, which i never get these days except for on shitty russian public servers
....having said that, the reg has been fucking terrible since the new update. something is thoroughly b0rked in the netcode, especially with the rifle, and bullets just go straight through enemy models all the time. no proof that high rates are to blame though, reg seems bad with all rate/interp combinations. it could just be me expecting to be as pro as i was in 2005, but quite a few others have mentioned it recently too
