Setting up public server

Ok I'm pretty much a noob when it comes to this. But I need to know some basic things..

My question is.. when you shoot with garand or pistol and the server doesnt reg like 1 or 2 bullets from your clip, feels as if it just skips one bullet. Is that cause the server doesn't hand out enough fps cause there are too many players to share the total fps on the server? And why does it help to lower your own fps?
How do you fix this?

When a server startup, what should the value of +sys_ticrate and +fps_max be? 1000 each?

your own fps_max should be 70 or less from what I understand.

Server stuff.... no fucking clue.

maybe tweak some TPG configs and see what goes on there.

I'm pretty sure hl1 doesn't register the "+sys_ticrate and +fps_max" in the start up command line, only hl2 games do. For hl1 games (cs 1.6 and dod) you just put that in your server.cfg file.

Try the following:
sys_ticrate 1000
