New feature allows you to download league approved custom files. In general custom files outside of non-sniper custom crosshairs are not allowed. Any files you find on this page are now legal for match use in TPG. If it is not on this page or covered in rule 2.2 you are not allowed to use it (outside of map installs of course). If anyone thinks there is a file that should be on here please file a support ticket or contact an admin. Thanks.

Only default game files may be used, unless explicitly approved or provided by TPG League.
The use of the file customXHair.spr to obtain a custom crosshair is permitted in TPG matches, except when using the sniper rifle. Using a custom crosshair for the sniper scope is not permitted.

There are other several custom modifications outside the HLTV models Ricky mentioned. The so called pack_0f_l0ve have a lot of custom files that can replace the original ones removing certain models (brushes, fences, etc), making the game more clean (and therefore easier to spot an enemy). Think about harrington's mid without brushes and the tree. Given that we don't dispute many people at once (as having these doesn't necessarily means you're gonna drop 40 bombs per half) having a guideline about what is permitted and what is not is good is always a good thing. But unfortunately it doesn't fix this issue.
On the top of that there are the several config variables (cvars) changes that shouldn't be allowed such as jump, quickswitch and strafe scripts, which although they may be looked as low potential infractions, they're actually a big issue if you consider that there many players that doesn't have these adjustments in their games.

I can't tell for sure who, but you can take my word that without them mid peeks/recaps are waaaaaaaay more easier. Imagine the axis initial push, where you need to react very quickly and fast peek one of the allies pushing from double doors, without anything to interfere in your field of vision, you would just need to worry where he did go.
Also, harington's mid was just an example, Kevin. There are other maps where the lack of models/sprites can be really determinant. Imagine someone prone ninja'ing behind any given sandbag. If you have removed that specific sandbag, you will be able to see the guy right there, behind the invisible sandbag lol. There are a lot of possibilities that can really determine the outcome of a match. In my opinion, these modifications are on the same level of a wallhack/esp. The only difference is that they can be camouflaged better than playing with a wallhack.

Custom sprites aren't a NEW problem, plus most teams take SS in a place you can see sprites anyways.

No one said it's a new problem. I just pointed out because that's an ongoing thing in my opinion. We don't have anti cheat tools and on the top of that, don't usually dispute people unless they're blatantly cheating/are from flawless/dpk/new guy in da house.

True, someone mentioned this in another thread, but why don't be bring back DoD Gaurd or whatever it was?

Making this list has been suggested numerous times, but if you really get down to it things such as "stopsound" and "cl_particlefx 0" are illegal, but most people use them. Basically if you can't tell from watching a demo or taking a screenshot it probably won't stop people from doing it.
Although since the game is at a point where there are very few new people entering the game and playing in leagues that we could probably make exceptions for long standing traditions and just deem them legal. Currently they actually are NOT legal:

There are plenty of things we could actually do in both model/sprite/cvar cases. By the way, I wasn't really thinking about any given cvar but rather a combination of them via scripts - these can REALLY change something ingame (and can be noticed via demo in some cases).
