Sometimes I get carded and sometimes I don't.

Otherwise I'm not sure. I'm over 21 so this has never been an issue for me.

There's a nice Biergarten on Fell Street that we'd go to after work. In terms of bars, Smugglers Cove is cool, kinda touristy but they have some of the best stuff in town and its still really popular with locals.
