If I remember correctly I believe at some point during the RWC tenure of TPG he lifted all bans placed by previous admins and started maintaining a new ban list here:

I removed the "red lining" feature today at the request of Narc who said they were confusing people as to who was actually still banned. Those players who were banned by previous admins are still in the TPG database and you can still view them here:
http://www.tpgleague.org/dod6/suspensions/
However, the official list of who is CURRENTLY banned is only maintained in that forum post above by the current TPG admins.

None of those guys were currently banned, the red lines just wouldn't disappear.
