Dosen't England have that system were they can pick up players from their former colonies? I know France had that, so they just picked up all good players in their former colonies.
I think there was a law passed in the 1990s that limited who you play for in the UK from the Commonwealth down to simple naturalization of 5 years. So, me living here in Scotland, if I did so for the next 5 years and applied for citizenship, then I could become eligible for the English team.
However, only Scotland, Wales, Northern Ireland, and England are freely allowed to pick amongst which team in the UK they want to play for, and they can only do so once. Hence, when Ryan Giggs picked to play for Wales he did so because his grandmother or grandfather had been an Welsh national.
