tl;dr: I think the current community has a warped view of what constitutes a "good" map
This map isn't the worst map we've seen. Lennon, Solitude, and Muhle are all MUCH worse maps than this. This at least has some sense of balance to it with decent spacing that makes the map suitable for competitive play. Unfortunately, two major aspects of the map also make competitive play on it very frustrating. The map is simply too small and there is way too much stalemate caused because of seemingly instant respawns due to the map's size. Also, middle has no real spots for an allies player to hold and protect the double cap, making it difficult for an allied sniper to figure out what to do on the map. The middle connector from long is kind of cool, but the ladder connecting the other side to middle is a pretty bad idea. I think the mapmaker got a little too caught up in trying to make this map so much like harrington, rather than improving on an established competitive map, which has similar flaws to emmanuel.
But, sadly it seems dod players would rather play an unbalanced map where you can run up your frag count into the high 30s and 40s rather than play a very balanced map where a good fragging half is anything over 25. I think any new maps should be made with something more like donner, chemille, or merderet in mind. RR2 (and RR1, to a lesser extent) and anzio are also examples of good maps that are (fairly) balanced where some fragging numbers can be run up pretty high too.
